Done.

Fixed by patching the sources of SLEPc.

SLEPc debian/rules is prepared to compile against arpack (the correct
configure command is commented out). The arpack package needs to be
fixed in order to produce /usr/lib/libparpack.a. When I put there that
file by hand, SLEPc builded perfectly against arpack.

I am done for today and will continue on Wednesday or Thursday. If
someone has time to look into the arpack to generate the parpack.a, it
would help a lot.
