[Pkg-scicomp-devel] use separate list for discussions

Hi,

the pkg-scicomp-devel list has a low signal to noise ratio - I am
loosing track of important messages, as 90% of all messages are just
commits, upload changes, bug reports, other mess.

Because bugreports, upload changes, testing migration goes to
pkg-scicomp-devel at lists.alioth.debian.org, I suggest to simply start
another list and do all discussion in there and update
our webpage:

http://wiki.debian.org/Teams/DebianScientificComputingTeam

with this.

The other option is to move everything, including the maintainer email
address to another list just for commits - but I don't think that is a
good idea. Let's simply start another list "pkg-scicomp"
for general discussion and use pkg-scicomp-devel for commits. Any objections?

If not - could you Christophe please start such a list?
