[Pkg-scicomp-devel] slepc 3.0 is LGPL !

Hi again,

I have been doing some work on the SLEPc package recently and I ended up
with a complete rewrite of debian/rules. This file is now strongly based
on debian/rules from the PETSc package. I hope it's okay that I borrowed
from your file Adam? This means that most SLEPc files will now be located
under /usr/lib/slepc. I also added libslepc3.0.0-dbg for static debugging
libraries and slepc3.0.0-doc for documentation and examples.

Please see the attached patch for the changes and if they seem okay I will
commit them to the repository.
