My patches (the first one) causes the atlas arch defaults to be
invalid - IOW, the arch default need to be regenerated. My git branch
contains arch defaults for PII32, PIIISSE1 and P4SSE2, which covers
the current 32 bits x86 packages. I am regenerating the 64 bits ATM. I
don't know what to do for more "exotic" archs, though.

I am updating the rules file to take into account this, now.

I am not sure, I will ask the ATLAS maintainer. I have tested my own
package with numpy/scipy, whose test suite exercices the BLAS/LAPACK
interface quite a bit, though, without any trouble.
