As Lapack maintainer, I won't mind adding it.

Well, if you are developing only for Debian/Ubuntu, sure. 
But as a software developer, usually, you need to think global (ie, all
Linux/Unix/MacOsX) when you are writing your configure.ac. If the .pc of
a library is only available in Debian, you will still need to develop
the usual checks.
A better would be to send .pc to upstream.
