I had a closer look, and found this entry in the unreleased changelog:
* Moved the content of 30default.dpatch into 10makefiles.dpatch, and
moved the files from sql-ledger/etc/ to sql-ledger/ to get the
sql-ledger.conf files closer to sql-ledger.conf.default. A future
improvement is to change this to patch and install
sql-ledger.conf.default instead of creating a new file
sql-ledger.conf. Related to bug #296293.
As far as I remember, this patch creates a config file for debian in a
separate file from the upstream config file, and installs this new
file. My plan was to change this to patch the upstream file to make
sure we discovered when the upstream file changed and got the new
stuff included in it.
I recommend to not close this bug until that is done.
Are you keeping your changes in the svn repository? I was surprised
to not find any entries from you in debian/changelog.
