At this point I'm more or less putting the finishing touches to that 1.3.0-
rc3 package. It's not pretty but I hope it works.

I'm putting all the perl scripts /usr/lib/cgi-bin/ledgersmb; the UI, css, 
javascript goes /usr/share/ledgersmb with symlinks /usr/lib/cgi-
bin/ledgersmb. There's a spool directory I'm placing in /var/lib/ledgersmb, 
also with a symlink to the application dir. More or less.

I think that complies with Debian policy. Any suggestion?

As you have more experience, I'm perfectly happy to follow your lead here.
