swig trouble

I just noticed a couple days ago that swig 1.3.28 is in sid.  Thanks
for the reminder - this certainly is something we have to deal with
ASAP.

Yeah, upstream just noticed neon 0.26.0 a few hours ago, so I don't
know when they'll support it.  I can try patching it myself, but I'd
rather have upstream do the work and then just steal it. (:  I'm
assuming using neon26 will require source changes, as usual.
