No, if you install subversion-tools first, then kdesdk-scripts, then
kdesdk-scripts will be the package that fails to install.

I talked to the debbugs developers a couple weeks ago about a feature
like this: I want to be able to say "this bug in in package XXX, but it
should also be shown in the bug indexes for packages YYY and ZZZ."
Nobody is planning such a feature at this time.

The workaround I've heard of is to clone the bug, reassign the clone,
and 'block' the original by the clone.  That's not really perfect, but
I suppose it gets the job done.
