Having a second look at the reference that you point, it seems that it
refers to the naming of the php interpreter itself, see the title
"Chapter 2 - PHP Interpreters and Engines" and the phpPHPVERSION
suggestion (not phpPHPVERSION-packagename). In [1] there are
recommendations for naming php libraries and pear packages, but in all
the php policy draft there are no references to general purpose php
programs (like doctrine, propel or drupal).
