Here's an update to our roadmap:

Considering not doing this and closing #354069. Waiting for feedback
from the submitter.

Done, although etl name change preparations cause FTBFS on buildds.

We are here. Depending on the outcome of #354069, we could upload with
just etl-dev as build-dep.
