Looking closer at this, I agree, and I think it might even be a total
mistake (perhaps even a bug) to ship the unversioned .so symlinks in the
-dev package.

Rationale: As you say, nothing should ever link directly to these
modules, runtime or otherwise, except libsynfig. It's a case similar to
policy 8.2, except the support function is in the form of a
runtime-linkable shared object.

I posted a question on d-mentors. Let's hear the experts :)
