pkg-synfig IRC channel

Heyas,

I suggest that we use the upstream IRC channel for pkg-synfig stuff,
since it isn't particularly active ATM. We can move elsewhere when/if it
gets busier or we get told to keep it down. The upstream channel is
#synfig on freenode.
