No problem with that. I modeled the directory names after the one
already used and the corresponding directories in /usr/share.

texlive circumvents this by having the docs installed in
/usr/share/doc/<package> and adding links from
/usr/share/doc/texlive-doc. But I don't think that such trickery is
really necessary. Having these Debian specific files available to texdoc
should cause no problems. And if it does, one could use
/usr/share/doc/tetex-doc/texmf, which currently is a link to
/usr/share/doc/texmf.
