Where would you suggest should I put this example, also on the tug
wegsite?

This is a tex-common problem: Please call
	dpkg-reconfigure -plow tex-common

No, but if you think that there is something wrong, then file a bug
against tex-common. While changing the management of permissions from
tetex to tex-common, we introduced a different (and more useful) scheme,
but there may be leftovers of other problems.
