The problem is that texdoc searches only for files and not for links.
Bummer.

texdoc:
	find ... -type f -print ...
so it *would* find something if it would also search for links. All the
files are linked from /usr/share/doc/... to
/usr/share/texmf-texlive/doc/...

Please file a bug report against texlive-extra-utils (containing texdoc)
and I will think what I can do ..

But probably not for next upload, as it is already in the testing phase.
