[Pkg-texlive-maint] dependency question

Hi,

I am the author and Debian maintainer of rubber, a command-line tool that
automates compilation of LaTeX documents. Currently, the rubber package
depends on tetex-bin, and after Jörg Sommer's bug report I want to change this
dependency to support texlive. Spontaneously, I would replace "tetex-bin" by
"tetex-bin | texlive-base-bin", or maybe "tetex-bin | texlive-latex-base".
What is right choice? And by the way, is there any plan to introduce a
"provides" system for latex, so that distribution-independent packages could
depend on "latex-compiler", which would be provided by relevant packages ?
