[Pkg-texlive-maint] dependency question

Well, rubber itself only depends strictly on the "latex" program. Other 
programs (variants of latex, dvi drivers, indexing tools) and packages 
are supported if present, but they are not actual dependencies. So it 
seems "texlive-latex-base" is the proper one.
