[Pkg-uml-commit] New version upload

Hello Mattia,

Now that we are in a freeze, I think we should upload a newer build of UML,
based on the latest 4.9 sources in Stretch.

Do you know how to proceed on this ?
Is there a way to request a binary-only rebuild of the package ?
Or should we just bump the changelog and upload a new build ourselves ?

For the latter, we'll have to ask the Release Team for an exception for Stretch.
Any suggestions ?
