This one. Historically, release managers have been rebuilding
user-mode-linux on every new kernel upload for stable releases.
Ask for a rebuild on debian-release at .
E.g.: see the binary versions here:
https://packages.debian.org/jessie/user-mode-linux
and here:
https://packages.debian.org/wheezy/user-mode-linux

Not unless we have some changes in the package. If a rebuild is
sufficient (e.g. just to pick up the latest linux-source revision), then
release managers have the ability to trigger that.
