exactly as the subject line says.
:set ts=4 and :set tabstop=4 interactively work.
oddly, set shiftwidth=4 and set sw=4 work in vimrc, just ts=4 doesn't.

since python assumes that tabs are the same as 8 spaces, it's quite
sensible to enforce it in the python syntax file.
if you REALLY want ts to be 4, you can still override it with :
au FileType python set ts=3D4
but use it at your own risk.
