If I type :help I get a message that
/usr/share/vim/vim63/doc/help.txt.gz can't be found. That's true,
because what exists is /usr/share/vim/vim63/doc/help.txt.
So what's wrong is that vim is looking for a compressed file (.gz)
while what exists in not compressed. This problem happened after I
downloaded a new version of vim using apt-get.

Bad idea. Please use /etc/vim/vimrc.local in the future.

No, files that have beed modified by the user shouldn't get changed by
an update.
You have the possibility to take a look at the diff between your
configuration file and the new one from the updated package. That's
the way to go.

It's /etc/vim/vimrc.local, not /etc/vimrc.local. :)
