some syntax file also allow to disable/enable folding setting some 
g:debchangelog_enable_folding or such variables.

but as a matter of a fact, the closed fold is very iritating while using 

I personnaly use:

    au FileType debchangelog normal zO

to open the fold I'm currently in (as I use viminfo to remember the last 
place of edition)
