Bug#402691: vim.full refuses to turn syntax highlighting off

FYI, I neglected to mention that I did perform a --purge of all vim
packages, and reinstall...

Still no difference..

Hmm.  When I start vim like this, I still get syntax highlighting.  I do
have syntax off in the vimrc file listed above.

I have no ~/.vimrc or ~/.vim.

I am positive I'm using vim.full, though...
