I've tried the scp: scheme, and it works fine. It seems to only be the
file: scheme that's not working.

Yes, I am.
Strangely, when I look at the comments in the netrw.vim file, or even the
netrw documentation,
(http://www.vim.org/scripts/script.php?script_id=1075), I don't see any
mention of the file: scheme. Is it possible that it is handled elsewhere?
