That doesn't make sense.  Prepending ":set tw?" with "verbose" causes Vim to
display which file last set that option which apparently is lacking when you
run the command.  When there's no file listed, that means that Vim is using
the default value.  Since ftplugin/mail.vim shows up in :scriptnames and 'tw'
is at its default value, it should have been changed to 72.

Do you have a ~/.vim/ftplugin/mail.vim which is doing "let b:did_ftplugin = 1"
(or some other value) and therefore preventing
/usr/share/vim/vim71/ftplugin/mail.vim from actually running?
