No, nothing. I just ran reportbug via root (I know I shouldn’t) and
textwidth is correctly set to 72 in reportbug there, the last modifying
file being said mail.vim.

Moving ~/.vim somewhere else and starting reportbug also works, so
something within my ~/.vim directory must change this setting but I
can’t figure out what it is. Grepping through it doesn’t yield something
useful.
