This was an intentional choice.  vim-tiny replaced nvi as the base
editor on the system.  It is compiled with a very small feature set,
eliding many of the features that distinguish vim from vi.

Many people were also confused when they invoked vim-tiny's vim
command because it was not (and in some cases could not) behave as
they are used to Vim behaving.  As such, vim-tiny only provides a vi
command.

Hmm, I thought I had added a NEWS entry about that but I guess not.
It's just noted in the changelog for 2:7.2.049-1.
