I made a mistake on the command line to reproduce the problem, wine need
an absolute path, not a relative one, so it should look like:
“env WINEPREFIX=/home/vincent/wine_japanese LANG=ja_JP.utf8 winecfg”, or
any empty wine prefix directory.

I’m also trying to join a screenshot of the problem.
