You can change the configuration file using wpa_gui. I would call that 
handling of the configuration file. Whatever it uses in the background to do 
that doesn't count to me.

Please, tell me how to open the NetworkConfig form in wpa_cli. Tell me how to 
open the scan results window, etc. etc.

Sure, would you even say that  vi cannot write a file because actually it's 
the kernel writing it on the disk?

That does make it an example? BTW, here's something else it does: It does 
provide a GUI.
