You don't. ifplugd monitors physical interfaces. So why should you tell

Also, I guess the best solution would be to start an ifplugd for each
network IF by means of hotplug/udev

If some default net is configured, it should be tried. If it isn't,
nothing should happen.
I think, currently it's not possible to specify a fall-back net block
for wpasupplicant (should be an option for future wifiroamd). You also
need a default mapping in /e/n/i, that just tries dhcp. guessnet e.g.
supports such a thing.
