The problem is reported to upstream and in a duplicate bug report there
is a workaround mentioned:

Hi,
It might be simpler to add "dev.cdrom.lock=0" to sysctl.conf. This has
done the trick for me for ages and does not depend on who tries to
manage the CD drive - HAL, udev, whatever.

Could you please try latest version in unstable which does not use HAL
anymore and share the results?
