xfce4-panel is GPL2+. However, I found out a quite strange thing when
browsing the current trunk; libxfce4panel.h says it's under GPL *2.1*
or later. This doesn't exist, right?

In any way, as long as a plugin is an external one, shouldn't it be ok
to have one even if it is incompatible with the xfce4-panel license?
Or am I wrong?
