Indeed, it might be wise to have something about that in the release
notes, on top of the NEWS items here and there.

So something like that could be added to Wheezy releases notes:

The GTK+ version included in Wheezy changes the shortcut used for the
<Control> and <Meta> keys which can be found on various keyboards. Both
are now called <Primary> when they need to be bound to a command.

Existing shortcuts using <Control> or <Primary> might need to be rebound
so they can work in Wheezy. This affects Xfce (package
xfce-keyboard-shortcuts) and might affects other packages.
