According to http://linux.die.net/man/3/pam_chauthtok, not passing
PAM_CHANGE_EXPIRED_AUTHTOK flag just means that all authentications
tokens should be changed, so I'm unsure how it's supposed to fix the
problem.
In any case, I'll ask upstream about that.
