Time to upload vorbis-tools?

No, there is no reason not to. Not that I remember all the changes in 
detail, but I wouldn't have pushed them to origin/master, if they 
weren't ready for upload.

I have some test cases locally, but some of them contain non-free audio 
files. We should probably use audio files that are already in the 
archives. I can look into that.
