Help add autopkgtest scripts to all xiph packages?

I got time to look at this now and upload, but it might take a while
before I revisit the xiph packages.  I'll see how far I get before I
move on.

I added a very simple test for libtheora, and hope it will detect at
least serious problems with the library. :)

This proved to be harder than expected.  The 0.9 version in git is
broken, as it seem to assume realloc() operates in-place and that points
to the old memory area is still valid.  Running our tests crashes, and I
can't upload this version.  I've poked upstream, and hope a fixed
version will materialise from there.
