Have you read README.Debian? :)  The reason is explained ...

There is no nicer way than that until dbconfig-common fixes #429722.

I don't think this is an issue we should consider for releasing our
package. Even nmap-ing of fping-ing a huge network has issues,
nonetheless nmap is in Debian.
