I was unclear; what I meant is that Unicode::GCString will be called
only if it is needed.  And it is needed if a title line contains
non-ASCII characters.
But if your titles contain only ASCII characters, po4a will work even
if Unicode::GCString is not installed.

You must make sure that this module can be loaded:
  $ perl -MUnicode::GCString -e ''

If there is an error, it has to be fixed first.
