I believe it is. The sender adress is root@vanzandt.comcast.net, but:
$ host vanzandt.comcast.net
vanzandt.comcast.net
Host vanzandt.comcast.net not found: 3(NXDOMAIN)
so popcon.debian.org mail server rejected it.
You need to set a valid sender adress for the root user. Usually you
just need to add a line in /etc/email-addresses like
root: jrvz@comcast.net
We apologize for the inconvenience, but we are not able to change the
popcon.debian.org mail server configuration for the time being.
