If I'm not mistaken, popularity-contest tries to send
email when HTTP submission fails. I think this behavior should
be configurable through "dpkg-reconfigure popularity-contest",
because
1) There are many users whose MTA only allows local delivery;
2) How to change configuration isn't clear.
Regarding point (2), I think that you actually need
to read /etc/cron.daily/popularity-contest to determine
how you should edit /etc/popularity-contest.conf to achieve
your desired configuration. (How one should modify the
file isn't documented in "man popularity-contest"
or in any of the files in /usr/share/doc/popularity-contest,
I don't think.)
An alternative approach may be just to document how one
should modify which configuration file.
