You are not mistaken.

The correct way is to add a line with
MAILTO=
in /etc/popularity-contest.conf, to override the default email
address. I agree that this should be mentioned in the manual page, at
the very least. :)
Not sure I agree that this should be configurable using debconf, or
just disabled by default. It would depend on how many submissions we
get using email and how many we get using HTTP. I do not have such
statistics available.
