[Reportbug-maint] Bug#530683: reportbug should save drafts of the created bug-report

reportbug should save a draft version of the bug report the user creates 
  after each of the users modifications to it, since it crashes really 
often and the user has to re-write the bugreport he just created.
This should be done the same way as it is now when bugreport saves the 
bugreport regulary to a file.
