exactly, and since reportbug forces 'us' as locale this is a message
returned by some lower-level routine, for example the one handling the
DNS or network connection. The error seems very clearly pointing to
some DNS resolution problem.

reportbug.debian.org it's the name. given the service could be
provided by a series of machine in round-robin DNS rotation, there
might be some of them not working correctly. I don't control those
machine, so I can debug further.

If there are no other news, I'll close this bug in a few days.
