[Reportbug-maint] Bug#803900: reportbug errors out with SOAP error

control: reassign -1 python-debianbts
recently BTS has changed the SOAP interface to prevent overloading, I
guess python-debianbts would need to be backported to accomodate this
change, reassigning it
