That much is obvious, but it doesn't really help to find a fix.

I didn't; I just invoked reportbug in the normal way 'reportbug'
and was not given a chance to provide a version.

The correct fix sounds like it would be to pick the destination
after the bugreport is edited rather than before. If that's too hard,
allowing the user to override the destination if (maybe just if it's
a non-default one) would help - or of course to allow the user to
override the version number earlier.
