Just to help any newbies finding this ticket in google results,

the current workaround is:

  1. report a bug with reportbug
  2. wait for a return email like "Bug#12345: Acknowledgement (...)"
  3. run "bts subscribe 12345"
  4. wait for a return email like "Please confirm subscription to ..."
  5. reply to that (with anything)

Subscribing at ticket creation time would avoid the #2/#3 round trip.
