[DSE-User] Question - migrating refpolicy to Jessie Stable

It will never enter jessie stable.  Generally, packages from testing
only ever enter stable when a new Debian is released.  So you can only
expect refpolicy 2:2.20161023.1-9 to become stretch stable.
