ifaik the /alt and /new directories are obsolete

1) check-in the program with a version number
   heapsort.ghc-2.ghc
   heapsort.ghc-3.ghc
   heapsort.ghc-4.ghc ...

2) if the program does not comply with the spec 
   but is an "interesting alternative"

   add a line to the /website/desc/exclude.csv file
   ,heapsort,ghc,2
   ,heapsort,ghc,3
   ,heapsort,ghc,4
