ah, the thing is that "splash" is used by other packages as well
already (rh's splash, bootsplash, usplash, etc...)

if you want we can implement a debconf question: do you want to enable
splashy at boot? and do you want to enable splashy from initramfs?

 ;-)

Then you will need to ask what bootloader they are using
(grub,quik,lilo). it's not easy.
